Note: Due to how there is little to no official documentation about the End Phase, this will be subject to invalidation should Konami clean this up.
Note 2: You must be familiar with Fast Effect Timing
In the End Phase, a lot of things can happen other than just the ending of ones turn. Lightsworn mills in this phase, Yamato and Mikazutchi can activate here, Rescue Rabbit kills the monsters it summons here and Spirit Monsters return to the hand here. But how do you determine the proper order and when you can and can't do things?
I will be referring to the Turn Player and Non-Turn Player as TP and NTP respectively.
After the EP ends, this is how you will resolve the phase
[1]TP can activate/end any effect they legally can if they please, then they must pass
[2]NTP can activate/end any effect they legally can if they please, then they must pass back
[3]TP *must* activate/end any mandatory effects if they have any, then passes again
[4]NTP *must* activate/end any mandatory effects if they have any and then pass
[5]TP can activate any optional effects if they please and then pass
[6]NTP can activate any optional effects if they please and then pass
[7]TP Discards to hand size limit. NOTE: THIS IS THE VERY LAST THING DONE.
After discarding to hand size limit, check to see if you have any effects that trigger at this time, if so, they form a chain as normal; follow through with Fast Effect Timing to resolve it. If say you discarded a "The White Stone of Legend", it activates and starts a chain. Resolve via Fast Effect timing. Meaning you can chain "Super Rejuvination" and resolves backwards. Draw for the dragons tributed or discarded (even for hand size limit). "The White Stone of Legend" then resolves and you add "Blue-Eyes White Dragon" from your deck to your hand.
Anything that ends at the end of a turn ends when the turn passes to the other player.
Example:
TP controls "Judgment Dragon" and NTP has "Effect Veiler" in their hand.
NTP discards "Effect Veiler" targeting "Judgment Dragon" during TP's Main Phase
TP then moves to the End Phase
Possible outcomes:
(1) TP activates "Judgment Dragon"'s effect to mill 4 right off the bat at [1]. Since "Effect Veiler" is still being applied, "Judgment Dragon" is negated.
(2) TP passes at [1] and NTP ends the effect of "Effect Veiler" at [2]. "Judgment Dragon"'s effect to mill activates and resolves at [3]
(3) TP passes at [1], NTP then passes back at [2]. TP is not forced to activate "Judgment Dragon"'s effect to mill at [3] before "Effect Veiler" ends.
